Short answer: An applicant tracking system (ATS) and resume screening software do two different jobs. An ATS organizes candidates as they move through your pipeline: it posts jobs, collects applications, tracks stages, and stores records. Resume screening software reads the inbound pile, checks each applicant against your criteria, scores role-fit, and ranks candidates so recruiters review the best first. An ATS tells you where everyone is; a screener tells you who is worth your time. Most teams that hire at any volume run both, because an ATS stores resumes but does not read them for you.

What an applicant tracking system actually does

An ATS is the system of record for hiring. It publishes your openings to job boards and your careers site, collects every application into one place, moves candidates through stages (applied, screened, interviewing, offer, hired), stores notes and scorecards, handles scheduling and email templates, and produces compliance and pipeline reports. What an ATS does not do well is judge. Most systems parse a resume into fields and let you keyword-filter, but a keyword filter is blunt: it rejects a strong candidate who wrote "P&L ownership" instead of your exact phrase "budget management," and it passes a weak one who stuffed the right words. The ATS holds the pile. Reading and ranking the pile is a separate job, and it is the one that eats a recruiter's week.

What resume screening software does

Resume screening software reads every inbound resume the way a recruiter would on a first prescreening pass, but consistently and at the speed applications arrive. It applies your knockout and eligibility criteria (the license, the schedule, the years of experience, work authorization), asks short screening questions, scores how well each candidate fits the role, and ranks the pile with a plain-English reason on each person. Do I need an ATS and resume screening software?

If you hire at volume, usually yes, and they are complementary rather than competing. The ATS is your system of record and the screener is your first-pass reader. Buying an ATS does not solve the screening problem, because an ATS stores resumes but leaves the reading to you; buying a screener does not replace the ATS, because you still need somewhere to track candidates through interviews and offers. A useful rule of thumb: if your pain is "I lose track of candidates," you need an ATS. If your pain is "I cannot get through the pile fast enough," you need screening software on top of the ATS you already have.

When you can get away with just one

A very small team hiring one role a quarter can run on an ATS alone, or even a spreadsheet, because 40 applicants are readable by hand. A team that already has a solid ATS but is buried under a few hundred applicants per posting does not need a second ATS; it needs the screening layer. The mistake we see most often is a team ripping out a working ATS to buy a new one because the new one has an "AI screening" checkbox, when adding a focused screener alongside the current ATS would have fixed the actual bottleneck faster and cheaper. How the two work together in a real pipeline

In practice the flow looks like this. The ATS posts the job and collects applications. As each resume lands, the screener reads it, applies your criteria, scores fit, and writes the reason. The ranked shortlist flows back into the ATS, where recruiters pick up the top candidates, schedule interviews, and move them through the remaining stages. Nothing is auto-rejected; the screener ranks and flags, and a recruiter makes every advance-or-reject call. By the time a candidate reaches the offer stage, both systems have done their part: the screener made sure the right people surfaced, and the ATS tracked them there.

That final stage is also changing. Candidates now arrive at the offer conversation far better prepared than they were a few years ago, often having already modeled their market salary range and a negotiation plan before you send the first number, so the time your screening saved earlier is time you will want for a fair, well-researched offer at the end.

Does an ATS include resume screening?

Most modern ATS platforms advertise some AI screening, but there is a wide gap between a keyword filter with a scorecard and a system that reads each resume against the real requirements of the role and explains its ranking. Many "AI screening" features inside an ATS are match scores you cannot see the reasoning behind, which is a problem both for trust and for compliance, because you cannot defend a decision whose logic is hidden. It can be, and the responsibility is the same whether a human or software did the first pass.
