Short answer: Breezy HR and JazzHR both print their prices, which makes this one of the few ATS comparisons you can settle without a sales call. JazzHR costs $1,000, $3,480 or $5,508 a year, and its AI-Powered Candidate Matching starts on the $3,480 Plus plan. Breezy HR costs $157, $273 or $439 a month billed annually, and its AI review, Breezy Intelligence, is a paid credit add-on on top of any plan at about 500 credits per applicant. For a small team reading a few hundred applicants a month, Breezy is cheaper. Past about 1,000 a month, the credits close the gap.
Both are applicant tracking systems built for US small and mid-sized businesses, both post to the big job boards, and both come up whenever an owner or HR generalist outgrows a shared inbox. JazzHR belongs to Employ Inc., which also owns Lever and Jobvite. Breezy HR is an independent product that sells to the same buyers with a free single-job tier at the bottom and a Custom Pro plan at the top. Breezy HR vs JazzHR pricing
JazzHR prints three annual rates. Hero at $1,000 a year covers the core applicant tracking system, job postings starting at three a month, email templates and the LinkedIn Recruiter integration. Plus at $3,480 a year adds up to 200 active jobs, AI-Powered Candidate Matching, structured interviews and assessments, and task automation. Pro at $5,508 a year adds offers and e-signatures, advanced visual reporting and a custom report builder. A monthly toggle exists, but the page prints only the annual figures and says paying yearly saves "up to 24%". Our JazzHR pricing breakdown goes plan by plan.
Read JazzHR's footnote before you budget. It says standard pricing does not apply to staffing or recruiting agencies, HR service providers, franchises, multi-location businesses or organizations with over 250 employees. If you are any of those, the printed rates are a starting point for a quote, not your price.
Breezy HR prints monthly rates with an annual discount that it describes as two months free. Startup is $157 a month on annual billing or $189 month to month, Growth is $273 or $329, and Business is $439 or $529. Every paid plan has unlimited users and unlimited positions. Startup brings bulk actions, stage automations, candidate questionnaires and background screening integrations; Growth adds electronic signatures, scorecards, interview guides, automated reference checks, internal postings and up to five locations per position; Business adds approvals and admin controls. The Breezy figures are the printed monthly rate times twelve. On subscription alone, JazzHR Hero is the cheapest paid entry point and the two top tiers land within about $240 of each other.
Which one reads resumes with AI, and what does it cost?
This is where the two diverge, and where most small businesses actually feel the pain: not organizing applicants, but reading them.
JazzHR bundles AI-Powered Candidate Matching into Plus and Pro. There is no separate meter on the pricing page, so once you pay $3,480 a year the matching is part of the subscription, subject to the general usage limits JazzHR's terms mention. Hero does not include it, which means the $1,000 figure that circulates is not the price of AI screening on JazzHR. The real entry price is $3,480.
Breezy HR sells its AI separately. Breezy Intelligence is an optional add-on on every plan, priced in credits starting at $30 per 100,000. Breezy's help center says its Applicant Insights feature uses credits each time an applicant is reviewed, about 500 credits per review, plus about 100 to test a position's criteria and about 600 to scan a resume for authenticity indicators. Candidates already in a disqualified stage are not scanned, and applicants who were in the pipeline before you switched it on have to be scanned manually.
Put those numbers together and Breezy's AI costs roughly $0.15 per applicant reviewed: 100,000 credits divided by 500 is 200 reviews for $30. That is our arithmetic from Breezy's published estimates, and Breezy says the real credit use varies with the length of the content analyzed, so treat it as a planning figure.
At 300 applicants a month, Breezy Startup plus about $540 of credits comes to roughly $2,424 a year, about $1,050 less than JazzHR Plus. At 1,000 applicants a month the credits run to about $1,800, and Breezy Startup lands near $3,684, slightly above JazzHR Plus at $3,480. The crossover sits a little under 1,000 applicants a month. A team that hires steadily in a few roles favors Breezy; a team with a high, unpredictable flow favors JazzHR's flat price.

Breezy HR vs JazzHR for small business hiring
For a single-location US business hiring a handful of roles a year, both are more than enough, and the choice comes down to how much reading you want the software to do. JazzHR Hero at $1,000 a year is the cheaper way to get an organized pipeline, knockout questions and job board posting, but nothing reads resumes for you at that price. Breezy Startup costs more on paper, includes unlimited positions, stage automations and candidate questionnaires, and lets you switch AI review on per position only when a role draws a big pile.
Breezy also sells text messaging to candidates as a credit add-on starting at $41 a month and onboarding workflows from $49 a month. If your team already runs a business phone system with shared texting, you may not need the ATS add-on at all, since a recruiter can text an applicant from the company number they already answer.
Two kinds of buyers should look past both list prices. Is JazzHR better than Breezy HR?
Neither is better across the board. JazzHR is better if you want AI matching at a flat annual price and hire at volumes where Breezy's credits would add up. Breezy HR is better if you want unlimited users and positions at a lower subscription, electronic signatures one tier below the top, and AI that you pay for only on the roles that need it. Both publish enough to decide on paper, which is more than most of this market does.
A cheaper way to rank applicants on either system
If the real problem is the size of the pile, you do not have to change ATS or pay for an upgrade.
