Short answer: Bullhorn is the only one of the two with a price you can read before a sales call, $99 per user a month on Starter and $165 on Core. JobDiva publishes no price at all and sells one in-house platform that runs from applicant tracking through timesheets, billing and its own VMS. Neither one publishes what it costs to have every inbound applicant read and ranked. JobDiva's AI has no printed rate, and Bullhorn's agentic screening sits on the quote-only Max plan.
Both products are systems of record for a staffing agency, which is why they end up on the same shortlist. The figures and feature claims below were read from jobdiva.com and bullhorn.com/pricing, checked October 7, 2026. Where a number comes from a third-party listing, the text says so and does not present it as the vendor's price.

How much do JobDiva and Bullhorn cost?
JobDiva does not say. Checked October 7, 2026, jobdiva.com/pricing returns a 404, and the site shows no plan names, no per-user rate and no trial. Software Advice lists "Pricing available upon request", Capterra says to contact the vendor, SaaSworthy says custom pricing and Vendr's marketplace listing shows no price data. Aggregator pages circulate ranges of $80 to $250 per user a month with no source behind them. Those are unsourced estimates, not JobDiva figures, and we do not treat them as prices. Bullhorn prints two of its four small-agency rates. Starter is $99 per user a month and covers applicant tracking, resume parsing, client management, job posting with a career portal and support. Core is $165 and adds a marketplace of more than 300 partners, custom fields and workflows, LinkedIn integrations and an email sidebar. Pro and Max both say "Talk to us". The plans for larger agencies, Front Office Growth, Front Office Enterprise and Bullhorn One, are quote-only, and so are the add-ons. The Bullhorn pricing breakdown walks through every tier.

Those totals do not include Amplify AI, agentic screening, timesheets or billing, because none of those are in Starter or Core.
Is JobDiva cheaper than Bullhorn?
Nobody can answer that from published information. What you can do is make the two quotes comparable, because the products draw their boundaries in different places.
A JobDiva quote is for one product. Its own FAQ lists applicant tracking, client CRM, job management workflow, a careers portal, a job board resume harvester, VMS job spidering, timekeeping and billing, and a VMS and MSP system, and says "All these components have been developed by JobDiva as an integral part of the one JobDiva solution." A Bullhorn Starter or Core seat is front office only. Timesheet management, time interpretation, invoicing and pay and bill automation arrive with Bullhorn One, which is quote-only.
So a fair comparison is JobDiva's quote against a Bullhorn quote that includes the back office and the AI tier you were shown in the demo, not against $99. Ask both for the per-user rate, the seat minimum, the implementation fee and the renewal uplift in writing. Which one screens applicants with AI?
JobDiva's strength is search on the database you already own. It holds a patent on "Search Skills by Relevant Years of Experience", and its ATS page says recruiters "see suggested matches immediately" and then narrow them with that search. This is recruiter-run search and match, not a published score for each new applicant with written reasons. Its AI page says the R&D team uses large language models, naming OpenAI and Google Gemini,, and describes resume summaries, email templates, chatbots, sentiment analysis and data extraction as rolling out. No price or metering for AI is published.
Bullhorn is clearer about where the AI sits. Amplify AI starts on Pro and covers AI search and match, Amplify Chat, data enrichment, process automation, resume formatting and call transcription. What does each platform cover after the placement?
JobDiva covers more in one contract. Its native back office handles timesheets, billing and contract and SOW projects, and it adds more than 1,000 reports, a mobile app, a white-label applicant app and a timesheet app. Support is by email or phone for all users.
Bullhorn covers it through tiers and partners. Core opens the marketplace of more than 300 partners, and Bullhorn One brings pay and bill in house.
Neither back office covers every obligation of an agency that places contractors at client sites. Clients and VMS programs ask the agency for current certificates of insurance, and tracking certificates of insurance is not listed among the back office features of either platform, so plan for it separately.
Which is better for VMS and MSP staffing?
JobDiva, on published scope. VMS job spidering pulls requisitions from vendor management systems into the ATS. For agencies that run programs themselves, DivaVMS is JobDiva's own vendor management system for supplier-neutral MSP programs, pitched as "deploy in days, not months". Bullhorn lists VMS Automation as a quote-only add-on, so its VMS coverage depends on what your quote includes.

What if the real problem is the applicant pile?
Many agencies comparing these two already have a system that holds candidates fine. What they lack is the hours to read every application before the client's deadline. Changing the system of record does not fix that, and on both vendors screening is the part you cannot price before a call.
